The Engineer is responsible for coordinating and overseeing the planning, design approval, and construction of developer projects. This position also supports water, wastewater, and stormwater capital improvement and asset management projects.

 Responsibilities:

  • Plans, reviews, develops and coordinates the design and construction of both capital and development projects from conception to completion.
  • Review engineering reports, cost estimates, contract documents, specifications, permits, grants, technical memos, and construction administration documents for water, wastewater, and stormwater projects.
  • Coordinates the review and approval process with developers and their project staff, consultants and staff, legal counsel, and other governmental agencies.
  • Advises prospective developers on rules, and regulations and disseminates information required for development.
  • Coordinates with staff, consultants, and legal counsel to develop and review easements & land title documents necessary for assets management such as Utility Easements, License Agreements, Conveyance & Acceptance, and Intergovernmental Agreements.
  • Develop internal procedures and technical specifications for commercial & residential development.
  • Works collaboratively with all departments to ensure the delivery of projects follows proper administrative and operations protocols.
  • Performs walk-through inspections for probationary and final acceptance of developer-built infrastructure.
  • Leads quarterly Development Review Taskforce meetings, which include project updates and review of project status.
  • Participates in continuous improvement initiatives and provides input and feedback on department policies and Standard Operating Procedures (SOP).
  • Maintains regular and predictable attendance as scheduled.
  • Participates in or leads committee(s) and/or task force(s).
  • Provides backup coverage for other positions.
  • Performs other duties and projects as assigned.

Requirements:

  • Bachelor’s degree in civil engineering or a related field.
  • Minimum 1 year of progressive experience in managing public utility projects to include client/contractor management, project management, contract writing, proposal and report writing, design, and construction administration.
  • Excellent writing skills, and ability to effectively communicate and collaborate with staff, outside agencies, contractors, developers, and the public.
  • Excellent analytical, organizational, and time management skills.
  • Proficient in MS Office Suite.
  • EI certification preferred.
  • Must possess a valid driver’s license.
